Son but était d'aider à la mise en œuvre et à la réalisation des objectifs politiques proclamés de ce mouvement: créer de nouvelles entités étatiques (tout en agissant elle-même, à certains égards, comme son bras policier et militaire) par la mise en place d'une structure hiérarchique entraînée à des actions de masse à caractère violent ou menaçant (bien que présentées comme la réponse légitime à de prétendues violations de droits).
