In this first phase of activity, Article 66 of the EC Treaty would be the working framework for this Unit, as this would bring together those hierarchically responsible enabled to commit their national administrations to the concrete actions of administrative co-operation for the control and surveillance of external borders in the areas covered by the Schengen acquis and Title IV of the EC Treaty.
Dans cette première phase d'activité l'article 66 du TCE serait le cadre de travail de cette Instance puisque celle-ci réunirait les responsables hiérarchiques habilités à engager leurs administrations nationales dans des actions concrètes de coopération administrative pour le contrôle et la surveillance des frontières extérieures dans les domaines couverts par l'acquis de Schengen et par le titre IV du TCE.
