The inquiry will focus on the fact that the charge, which was introduced in 1995 to finance the work of the IVV, is also levied on wine from other Member States but the latter do not appear to draw the same benefit from activities financed by the charge as vine products of Portuguese origin.

It was thanks to a complaint that the Commission learned of the state-aid aspects of the arrangements for financing the IVV's activities using the proceeds of a so-called "wine promotion" parafiscal charge. This charge is levied on vine products of Portuguese origin as well as on those originating in other Member States and non-member countries and marketed in Portugal.
