It is inevitable that the following priorities for the budget guidelines 2011 have to be taken into account: the implementation of FP7, which will have reached its maturity in 2011, should be closely monitored; the development of the newly established European space policy and the promotion of scientific and technological advance, supporting innovative technologies and sustainable development; the challenges relating to sustainable energy and the fight against climate change must be reflected in the EU budget priorities; these priorities will require additional budgetary resources, particularly for funding the ITER and the European Strateg ...[+++]ic Energy Technology Plan and promoting energy efficiency; the importance of the Galileo project, of the GMES programme and of the European Institute of Innovation and Technology; the proper implementation and evaluation of ongoing pilot projects and preparatory actions should be the priority.

In particular, the European Institute of Innovation and Technology should give high priority to the research and development of renewable energy technologies.

Innovation is the driving force behind the triumvirate of the Energy Technology Plan, the European Technology Institute and the first Innovation and Technology Community, which we intend to see specifically targeted at energy issues and the fight against climate change, and which we hope will be launched during the Portuguese Presidency.

Key EU technology challenges for the next 10 years to meet the 2050 vision: Bring the next generation of renewable energy technologies to market competitiveness; Achieve a breakthrough in the cost-efficiency of energy storage technologies; Develop the technologies and create the conditions to enable industry to commercialise hydrogen fuel cell vehicles; Complete the preparations for the demonstration of a new generation (Gen-IV) of fission reactors for increased sustainability; Complete the construction of the ITER fusion facility and ensure early ind ...[+++]ustry participation in the preparation of demonstration actions; Elaborate alternative visions and transition strategies towards the development of the Trans-European energy networks and other systems necessary to support the low carbon economy of the future; Achieve breakthroughs in enabling research for energy efficiency: e.g. materials, nano-science, information and communication technologies, bio-science and computation.
