According to the director of CEPOL some staff members still had "old" contracts from the time when CEPOL operated as an inter-governmental body when CEPOL was transformed from an inter-governmental body to an agency on 1 January 2006; some of the contracts may not have been compatible with the new rules.

25. Notes the Commission's position with regard to delegating responsibility for the execution of tasks to bodies, including agencies, other than the Commission's core administration; takes the view that this does not answer Parliament's call for in-depth consideration at inter-institutional level of the structure of existing agencies; therefore invites the Commission to provide clarification on this point and on the future overall inter-institutional agreement related to the new arrangements to be set up within or in parallel with the Financial Perspective ;

Is of the opinion that in addition to greater cooperation between Member States, researchers and research groups, the objective should be promoting cooperation between companies, universities and public research centres, as has been happening in the previous Framework Programmes; also notes that coordination at programme level calls for new forms of European cooperation: inter-agency or intermediary cooperation, i.e. between both national research institutes and research-funding bodies in the Member States;
