To sum up, the point we are trying to make is that, although much of the issue is left to the principle of subsidiarity and the active responsibility of a number of parties to manage, the social protocol, although behind schedule, is an integral part of the Treaties, and social policy at last goes hand in hand with economic policy in the open method of coordination.
En conclusion, ce que l'on veut souligner, c'est que, même si une bonne partie de la matière reste liée au principe de subsidiarité et à une responsabilité active de plusieurs acteurs, le protocole social, même s'il est en retard, fait partie intégrante des Traités, et la politique sociale se rattache finalement à la politique économique dans le modèle de coordination ouverte.
