L’autorité investie du pouvoir de nomination dispose d’un large pouvoir d’appréciation pour déterminer les critères de capacités exigés pour les emplois à pourvoir et pour déterminer, en fonction de ces critères et, plus généralement, dans l’intérêt du service, les conditions et modalités d’organisation d’un concours et ce, à la lumière de la finalité de tout concours organisé au sein de l’Union, qui est, ainsi qu’il ressort de l’article 27, premier alinéa, du statut, d’assurer à l’institution, comme à tout organe, le concours de fonctionnaires possédant les plus hautes qualités de compétence, de rendement et d’intégrité.
