29. The Council welcomes the launch of the accession negotiations with Montenegro on 29 June 2012 and the on-going process of screening of individual negotiating chapters in line with the Negotiating Framework, as well as the integration into the negotiations of the new approach for the chapters on judiciary and fundamental rights and justice, freedom and security.

It may therefore be appropriate to specify simplified security procedures and screening processes in line with the principle of proportionality, without compromising the security of passengers.

In the light of safety and security being of paramount concern to Canada and Canadians, and also knowing the limited sources and limited training of our front-line immigration officers, would the CPA agree, or would it be satisfied, with the screening process to catch criminals and terrorists when they apply for visas, and then subsequently for citizenship?
