Reaffirming the strategic importance of the European Neighbourhood and recalling the Council Conclusions of 20 June 2011 on the European Neighbourhood Policy (ENP), the Council welcomes the Joint Communication entitled "Supporting closer cooperation and regional integration in the Maghreb: Algeria, Libya, Mauritania, Morocco and Tunisia" and congratulates the High Representative and the Commission on the broad range of proposals set out in the communication.

If the countries concerned agree, and as part of the Barcelona process, the 5 + 5 Group (France, Italy, Spain, Malta and Greece plus Morocco, Algeria, Tunisia, Libya and Mauritania) could be the appropriate forum for strengthening operational cooperation and developing a more structured approach, focusing on two aspects in particular: the fight against illegal immigration and action to combat people trafficking.
