(Return tabled) Question No. 612 Ms. Kirsty Duncan: With respect to changes to environmental programs resulting from the announcements in Budget 2012: (a) specifying how each identified cut is projected to impact the government’s access to scientific information required for the development of public policy, the number of people to be cut, and the amount of money to be cut, what are all areas of scientific research and partnerships to be cut, including, but not limited to, (i) air pollution, (ii) emergency preparedness and response, (iii) industrial waste, (iv) water quality; (b) what briefing notes, memos, or any other documentation, including, for each, the details of its findings and recommendations, have been provided to the Prime Mini ...[+++]ster, Minister of Natural Resources, Minister of the Environment, their respective Parliamentary Secretaries, their respective Deputy Ministers, and their respective staff members, regarding impacts of research and partnership cuts on the government’s access to scientific information required for the development of public policy; (c) what, in detail, does “sufficient data is available to support the dissemination and validation of the UV Index forecast” mean, (i) what does “we will continue to have enough data for EC to track and report on ozone” mean, (iii) in detail, will the government maintain the integrity of the ozone monitoring program, (iv) in detail, will the government maintain Canadian contributions to the global observing system for climate in support of the United Nations Framework Convention on Climate Change (UNFCCC), (v) what studies have been undertaken to assess the impact of streamlining ozone monitoring on Canada’s international reputation, and what were any findings and recommendations; (d) what briefing notes, memos, or any other documentation, including, for each, the details of its findings and recommendations, have been provided to the Prime Minister, Minister of Natural Resources, Minister of the Enviro ...

To this end, and without prejudice to Member States' competence to decide on the use of their financial resources, the Commission shall carry out an independent cost-benefit analysis and appropriate consultations with Member States and with relevant stakeholders in accordance with Article 10 of the framework Regulation, exploring all appropriate means for financing the deployment thereof.

Participants in an analysis project within the meaning of Article 10(2) of the Europol Convention shall only be authorised to retrieve data after they have been accredited by Europol and undergone training on their specific obligations under the Europol legal framework’.

To the extent that such information needs to be obtained directly from undertakings, Article 11 of the authorisation Directive provides that undertakings are required by the terms of their general authorisation to supply the information necessary for NRAs to conduct a market analysis within the meaning of Article 16(2) of the framework Directive.

VI. THE COUNCIL 28. Invites the Commission and the Member States to examine appropriate actions, including in accordance with existing regional policy instruments, to ensure that the opportunities offered by the information society can be grasped by individuals and firms; 29. Considers there is a need to improve transparency of national and Community initiatives, including the regulatory framework, for the development of Information Society services; 30. Urges the Member States and the Commission to make sustained efforts to increase public awareness and understanding of, and participation in the information society; 31. Invites the ...[+++]institutions of the Union, in cooperation with Member States, to establish, within a reasonable timescale, an integrated system for the management of inter institutional communications; 32. Recognizes the need for further analysis of the issues underlying development of information society policy internationally with a view to reaching a common understanding on means and conditions governing the use of global information networks and stresses the need for coordination between initiatives relating to the subjects, both in the Union framework and in other international fora; 33. Welcomes the German proposal to host an international conference dedicated to this end that will be prepared in close cooperation with the Commission and the Member States; 34. Welcomes the intention of the Commission to present a revised and updated Action Plan "Europe's way to the information society" before the end of this year".

Faced with this situation, the Commission is proposing a series of practical measures: - improved transparency of conditions for direct investment in host countries (the organization of "business days" focusing on particular sectors of the economy and open to industrialists from East and West would provide an appropriate framework); - improved transparency of market trends by reinforcing the insutrments permitting closer analysis of markets, particularly through the forging of more regular contacts between industry in these countries ...[+++] and European trade organizations; - promotion of a new legal framework: the introduction of a market economy means that the authorities in these countries will need to establish a genuine body of company law (at the moment virtually non-existent), rules governing the accounts and taxation of firms, provisions relating to worker protection at the place of employment, consumer and environmental protection and competition rules adapted to a market economy; - 3 - - effective protection of intellectual, industrial and commercial property; - support for the development of small and medium-sized firms: use of a data bank for comparing offers of, and requests for, cooperation.
