Where the use of military capacities – as a last resort – is considered in support of civil protection operations to be appropriate, cooperation with the military must follow the modalities, procedures and criteria established by the Council or its competent bodies for making available to the Mechanism military capacities relevant to the protection of civilian populations, as well as the ‘guidelines on the use of foreign military and civil defence assets in disaster relief’ (Oslo guidelines, rev. 1.1, 2007) and the ‘guidelines on the use of military and civil defence assets to support United Nations Humanitarian Activities in Complex Eme ...[+++]rgencies’ (MCDA, rev. I, 2006).

(19) Where the use of military capacities is considered in support of civil protection operations to be appropriate, cooperation with the military should follow the modalities, procedures and criteria established by the Council or its competent bodies for making available to the Mechanism military capacities relevant to the protection of civilian populations, and in particular be in line with the Guidelines on the Use of Foreign Military and Civil Defence Assets in Disaster Relief (Oslo Guidelines) and the Guidelines on the Use of Military and Civil Defence Assets to support United Nations humanitarian activities in complex emergencies ( ...[+++]MCDA Guidelines).

In this respect, the EU encourages adherence to UN guidelines on the use of civil defence and military means in natural disasters (Oslo guidelines) and in complex crises (Military and Civil Defence Assets Directives).

Takes the view that impartial humanitarian bodies should be responsible for the distribution of aid in the country and that military personnel should be involved only in entirely exceptional circumstances, in recognition of the neutral, impartial and independent nature of the work of humanitarian bodies and in full compliance with the relevant international standards, as codified in the ‘Guidelines on the Use of Military and Civil Defence Assets in Humanitarian Emergencies’ (MCDA) and advocated in the European Consensus on Humanitarian Aid;
