“keeper” means the person or entity that, being the owner of a vehicle or having the right to use it, exploits the vehicle as a means of transport and is registered as such in the National Vehicle Register (NVR) provided for in Article 33 of Directive 2008/57/EC of the European Parliament and of the Council of 17 June 2008 on the interoperability of the rail system within the Community (recast) (9), (hereinafter referred to as the “Railway Interoperability Directive”);
“détenteur”, la personne ou l'entité propriétaire du véhicule ou disposant d'un droit de disposition sur celui-ci, qui exploite ledit véhicule à titre de moyen de transport et est inscrite en tant que telle au registre national des véhicules (RNV) prévu à l'article 33 de la directive 2008/57/CE du Parlement européen et du Conseil du 17 juin 2008 relative à l'interopérabilité du système ferroviaire communautaire (refonte) (9) (ci-après dénommée “directive sur l'interopérabilité du système ferroviaire”);
