If, in the opinion of the Minister, the navigation of any navigable waterway would be obstructed, impeded or rendered more difficult or dangerous by reason of adding to or removing from Schedule I or Schedule II a designated waterway, or by reason of adding or removing any prescribed restriction on the use of personal watercraft on a designated waterway listed in Schedule II, the Minister may refuse to publish the proposed changes or to amend the Schedule.
6. Si le ministre est d'avis que la navigation sur une voie navigable serait obstruée, gênée ou rendue plus difficile ou dangereuse par l'adjonction d'une voie navigable désignée à l'annexe I ou à l'annexe II, ou par sa suppression, ou par l'adjonction ou la suppression d'une restriction réglementaire applicable à l'utilisation des motomarines sur une voie navigable figurant à l'annexe II, il peut refuser de publier les modifications proposées ou de modifier l'annexe.
