Welcomes the outcome of the Nuclear Security Summit of April 2010 highlighting the global importance of preventing nuclear terrorism and securing all vulnerable nuclear materials in four years and agreeing on a Work Plan for improving and universalising existing nuclear security agreements and programmes; supports the initiatives taken by individual countries for improving security at home and encourages other states to join; recalls that by definition nuclear power is a dual use technology and therefore even the promotion and export of nuclear technology for ‘civilian’ use always carries the inherent risk of proliferation of weapons of mass destruction; reminds that more than 40 countries are currently working on the bu ...[+++]ild-up of nuclear programmes and that several of these countries are located in crisis regions such as the Middle East;

Stresses the leading diplomatic role played by the EU with regard to the Iranian nuclear programme, which not only involves the High Representative speaking on behalf of the EU and the EU3 (France, Germany and the United Kingdom), but also the United States, Russia and China bringing together different interests and approaches in pursuit of a common goal; reaffirms that the proliferation risks attaching to the Iranian nuclear programme remain a source of serious concern to the EU and the international community; highlights in this regard its resolution of 31 January 2008 on Iran (6) and supports the UN Security Council's Resolution 180 ...[+++]3 (2008) of 3 March 2008 as well as the offer made to Iran by the EU3 and by the United States, Russia and China concerning the peaceful use of nuclear energy, political and economic cooperation, energy partnership, agriculture, environment and infrastructure, civil aviation, and development cooperation in the fields of economic, social and humanitarian aid;

This broad range of norms (many developed under IAEA auspices) provides a framework for using nuclear material, other radioactive substances or their related facilities safely and securely — both those with large nuclear programmes and those conducting only limited nuclear activities.

To strengthen nuclear safety and security further measures could be envisaged for what concerns other aspects of nuclear safety and security, such as physical security of nuclear installations, the use of radioactive materials other that those in nuclear programmes (in medicine or industry) and a tightening of controls at all stages.

In order to cross-check the UK authorities’ evaluation, the Commission has used information available to the public concerning the Finnish nuclear programme, which is one of the most transparent nuclear programmes in the world.
