In terms of the sink capacity or the COcapacity of the ocean, I do not understand a lot about that except that it is very, very high but that it occurs slowly — in other words, the process is not fast enough to keep pace with the emissions.

Pour ce qui est de la capacité de puits ou de la capacité d'absorption de CO dans l'océan, je ne comprends pas trop bien cela mais je sais que cette capacité est très très élevée mais que le processus est très lent — en d'autres termes, il n'est pas assez rapide pour suivre le rythme des émissions.

If it would please the committee, I could perhaps answer the question on the Irving Whale—if there was a question—but the only comment I have on the Irving Whale issue, as it refers to chapter 34 of the auditor general's report, is that the Irving Whale issue shows very clearly that in Canada today we do not have the capacity to remove toxic chemicals once they've been lost through a sinking, especially if these chemicals go to the bottom of the ocean.

Si c'est là le souhait du comité, je pourrais peut-être répondre à la question sur l'Irving Whale—s'il y avait une question—, mais tout ce que j'ai à dire à ce sujet, dans le cadre du chapitre 34 du rapport du vérificateur général, c'est que ce dossier montre très clairement que nous n'avons pas à l'heure actuelle au Canada la capacité d'enlever les produits chimiques toxiques une fois qu'ils ont été dispersés après un échouement, surtout quand les produits chimiques se retrouvent au fond de l'océan.
