Le cadre juridique de la production et de l'approvisionnement en billets en euros doit, d'une part, satisfaire à l'obligation prévue à l'article 127, paragraphe 1, du traité et à l'article 2 des statuts du SEBC, imposant à l'Eurosystème d'agir conformément au principe d'une économie de marché ouverte où la concurrence est libre, en favorisant une allocation efficace des ressources, et, d'autre part, tenir compte de la nature particulière des billets en euros qui sont produits pour être émis par l'Eurosystème comme un moyen de paiement sûr.
