It worked with technical experts, operators who certify other operators, community colleges and the like, to ensure that we would have that important capacity piece, that critical infrastructure would be developed on the basis that there were actually trained and certified operators to operate that infrastructure, and then finally dialectically that there would in fact be actual regulations to adhere to.
