Substitutions in the membership of any standing committee or, so far as the House is represented, on any standing joint committee shall be effective the day after notification thereof is forwarded, by a permanent member of the committee who has filed a list pursuant to paragraph (a) of this section, to the Chief Whip of his or her party (or, in the case of independent Members, the Chief Whip of the Official Opposition) for signature who, in turn, will forward the substitution to the clerk of the committee.
