When you look the numbers — we did it with the PMPRB, with CIHR and Industry Canada with a proper definition of research, not just our definition — it showed the way the regulation was set up was we underreported 20 per cent of our research. When our PMPRB said we were investing a billion, it was 1.3 billion.
