Mrs. Suzanne Tremblay: Judging by the performance of the Minister of Foreign Affairs in the drafting of the treaty on anti-personnel mines, the crusade on which he set out in order to get the other countries on side, I feel he ought to again pick up his pilgrim's staff and set off on another crusade in connection with organized crime. This would lead to the ratification of a treaty that would, in a way, make the legislation more flexible.
Mme Suzanne Tremblay: Monsieur le Président, quand je constate comment le ministre des Affaires étrangères a procédé dans l'élaboration du traité pour les mines antipersonnel et qu'il est parti en croisade pour que les pays joignent son action dans ce domaine, je me dis qu'il pourrait reprendre son bâton de pèlerin, faire le même travail dans le domaine du crime organisé et établir le type de traité qui ferait en sorte que cela assouplirait d'une certaine façon la législation.
