That this House (i) recognise that the leadership of the terrorist group known as the Islamic State of Iraq and the Levant (ISIL) has called on its members to target Canada and Canadians at home and abroad, (ii) further recognise the clear and direct threat that ISIL poses to the people of the region, including members of vulnerable religious and ethnic minority groups who have been subjected to a sustained campaign of brutal sexual violence, murder, and barbar ...[+++]ic intimidation by ISIL, (iii) accept that, unless confronted with strong and direct force, the threat ISIL poses to international peace and security, including to Canadian communities, will continue to grow, (iv) affirm Canada’s desire, consistent with Canadian values and interests, to protect the vulnerable and innocent civilians of the region, including through urgent humanitarian assistance, (v) acknowledge the request from the Government of Iraq for military support against ISIL from members of the international community, including from the Government of Canada, (vi) further acknowledge the participation of Canada’s friends and allies, including numerous countries of the Middle East, in the broad international coalition committed to the fight against ISIL, (vii) note that the United Nations Security Council has become seized of the threat posed by international terrorism with the unanimous passage of United Nations Security Council Resolution 2178, and, accordingly: (a) support the Government’s decision [ to contribute Canadian military assets to the fight against ISIL, and terrorists allied with ISIL, including air strike capability for a period of up to six months; ] (b) note that the Government of Canada will not deploy troops in ground combat operations; and (c) continue to offer its resolute and wholehearted support to the brave men and women of the Canadian Armed Forces who stand on guard for all of us.

(a) Analytical activities, such as regular collection of comparable and disaggregated data and statistics, including the different types of violence and a wide range of abuse, from physical attacks to emotional abuse against children, teenagers, women and other groups at risk; development of common methodologies and, where appropriate, indicators or benchmarks with data and information broken ...[+++]down by gender; studies, researches, analyses and surveys; evaluations and impact assessments; elaboration and publication of guides, reports and educational material; monitoring and assessment of the transposition and application of Union legislation and of the implementation of Union policies; workshops, seminars, experts meetings, conferences, which shall include a global, cross-cutting gender approach;

That, in the opinion of the House, the government should: (a) continue to recognize as part of Canadian foreign policy that (i) everyone has the right to freedom of religion and conscience, including the freedom to change religion or belief, and the freedom to manifest religion or belief in teaching, worship, practice and observance, (ii) all acts of violence against religious groups should be condemned, (iii) Article 18 of the Universal Declaration of Human Rights and of the International Covenant on Civil and Po ...[+++]litical Rights be supported, (iv) the special value of official statements made by the Minister of Foreign Affairs denouncing violations of religious freedom around the world be promoted, (v) Canada's commitment to the creation of an Office of Religious Freedom should be used to help protect religious minorities and promote the pluralism that is essential to the development of free and democratic societies; and (b) support (i) the opposition to laws that use " defamation of religion" and " blasphemy" both within states and internationally to persecute members of religious minorities, (ii) reporting by Canadian missions abroad in responding to incidents of religious violence, (iii) coordinated efforts to protect and promote religious freedom, (iv) the maintaining of a regular dialogue with relevant governments to ensure that the issue of religious persecution is a priority, (v) the encouragement of Canadian embassies to seek contact with religious communities and human rights organizations on gathering information related to human rights abuses, (vi) the training and support of foreign affairs officials for the advocacy of global religious freedom.
