(c) where the steering gear is provided with power assistance gear (power assistance gear supplementing a manual main steering gear) it must be possible to achieve an average rate of 3° per second of rudder deflection through the arc 30° on either side of the neutral position of the rudder when it is fully immersed and with the vessel at full speed.
