According to the order for reference, this was partly because deemed service under the Greek administrative system (publication in the Greek language in an official journal and purported service through the Greek embassy in Ireland) was sufficient and binding according to judgments 2436 and 2437 of 2012 of the Symvoulio tis Epikrateias (Council of State, Greece).
