It is difficult and time-consuming, and it really takes away from the very limited resources we have to do what we're doing, which is to produce and run a library. So if another organization, rather than the actual reproducer or reformatter of material, could be identified for example, Access Copyright as the organization needing to establish, and just hand over the information in terms of citizenship, whether this person is a Canadian citizen, a refugee, etc.
