Considers that the appropriations of EUR 160 million allocated by the Commission at the end of 1999 which were not covered in the budget should have been treated as a transfer of appropriations, and that appropriations for innovative activities should not have been cut to cover the shortfall; urges the Commission to ensure that the appropriations for innovative activities are restored to their agreed level at Berlin;
