SOUTHERN AFRICA - SOUTH AFRICA The Council, referring to its conclusions of 19 April 1994 on future relations between the European Union and South Africa and having heard a report from the Commission on its recent talks with the new South African Government, - reiterated the European Union's determination to support the transition process underway in South Africa and its readiness to contribute to the reconstruction and economic development of that country; - confirmed the Union's willingness to conclude an agreement swiftly with South Africa on the basis of the package of measures adopted last April, and requested the Commission to pre ...[+++]ss on with its contacts with the new South African Government to that end; - recorded its agreement in principle on the Commission proposal to grant South Africa forthwith some of the advantages available under the Community scheme of generalized preferences as provided for in Council Regulation No 3831/90, and instructed Coreper to examine this proposal with the aim of having it enter into force before the end of July 1994; - also instructed Coreper, as well as the Political Committee to the extent that it was concerned, to give further consideration, in the light of the initial guidelines established by the Council, to the overall longer-term relations between the European Union and South Africa, while also bearing in mind the regional aspect of these relations, and to report back to it; - took stock of arrangements for the Conference to be held in Berlin on 5 and 6 September 1994 of the Ministers for Foreign Affairs of the Union and the SADC countries, which will constitute an important step forward in the strengthening of relations with Southern Africa and in the stabilization of the region.

This package of immediate measures included an offer to negotiate a simplified agreement quickly, and an offer to negotiate a comprehensive and long-term relationship for relations between the EU and SA. Other elements of the package were: - Improved market access, through granting the benefits of GSP to South Africa, taking into account - inter alia - the specific characteristics of South Africa and the interests of other countries in the region; - An offer to provide South Africa technical assistance in order to facilitate the opening-up of the South African market and the gradual integration of South Africa in the world economy; - E ...[+++]ncouragement of and technical support to the process of regional economic co-operation; - Promotion of EU investments in small and medium-sized enterprises in SA, through the instruments of ECIP (European Community Investment Partners) and BC-Net (Business Co-operation Network), and through the encouragement of bilateral investment protection agreements between EU Member States and South Africa; - Preparation of co-operation in areas like industry, commerce, telecommunication, science and technology, education and training; - Continuation of the Special Programme for SA at a substantial level of expenditure; - Introduction of a political dialogue between the EU and the new government of SA. 3. After a second exploratory mission of the Commission in July 1994 the simplified co-operation agreement between the EU and South Africa was signed in October, and approved by the Council in December 1994.
