SOUTHERN AFRICA - SOUTH AFRICA The Council, referring to its conclusions of 19 April 1994 on future relations between the European Union and South Africa and having heard a report from the Commission on its recent talks with the new South African Government, - reiterated the European Union's determination to support the transition process underway in South Africa and its readiness to contribute to the reconstruction and economic development of that country; - confirmed the Union's willingness to conclude an agreement swiftly with Sou ...[+++]th Africa on the basis of the package of measures adopted last April, and requested the Commission to press on with its contacts with the new South African Government to that end; - recorded its agreement in principle on the Commission proposal to grant South Africa forthwith some of the advantages available under the Community scheme of generalized preferences as provided for in Council Regulation No 3831/90, and instructed Coreper to examine this proposal with the aim of having it enter into force before the end of July 1994; - also instructed Coreper, as well as the Political Committee to the extent that it was concerned, to give further consideration, in the light of the initial guidelines established by the Council, to the overall longer-term relations between the European Union and South Africa, while also bearing in mind the regional aspect of these relations, and to report back to it; - took stock of arrangements for the Conference to be held in Berlin on 5 and 6 September 1994 of the Ministers for Foreign Affairs of the Union and the SADC countries, which will constitute an important step forward in the strengthening of relations with Southern Africa and in the stabilization of the region.

This Assembly will be aware from recent reports in the press, that the Commission summoned the South African Ambassador on 7 March to protest strongly and in the most clear terms the unacceptable actions of the South African authorities which prohibit and curtail the activities of 18 organisations working for peaceful change in South Africa.

5. In the period leading up to the definitive adoption of that Regulation, the Community and its Member States agree on the following: (i) Measures to be carried out under the EPRD will be mainly in the following fields: education and training, health, urban and rural development, support for the private sector, in particular SMEs, and for regional integration, strengthening of institutions (including support for the public service) and organisation of local communities, democratisation and defence of human rights (ii) The procedures for implementing the EPRD will be as follows; dialogue with the new government on sectoral and geographical priorities, in the framework of a structured approach to development; maintenance of diversified cooperation coordinat ...[+++]ed by the South African government, also involving provincial and local public administrations and agencies, NGOs and local communities, international organizations, institutes and private operators, and calls for local contributions and co-financing to implement measures; simplification and gradual alignment of procedures for allocating resources and implementing the EPRD on those of other European Union development programmes (iii) The Commission will in the meantime continue to submit its financing proposals to the Group of Experts from the Member States responsible for implementing the Community's Special Programme for South Africa.
