2. The agreement covers all customs matters, including transit, where the European Union and Switzerland are partners in the Common Transit and TIR procedures.

The agreement that has taken shape in the Council today paves the way for the abolition from 1 January 1992, one year ahead of the date initially set in the proposal, i.e. 1 January 1993, of all the formalities required by the TIR arrangements within the Community.
