Since the previous government, at least, and I assume this government as well, has shown absolutely no indication of holding a national referendum, where every Canadian citizen would have to grapple with his or her own conscience before they marked their ballot on an issue of this importance, the second best thing, or the fall-back position, would be a true free vote, where members represent their constituents.
