(10) Whereas the Scientific Committee on Cosmetology was consulted on the safety of certain bovine products on 11 April 1996; whereas the Liaison Committee of European Associations of the Perfume, Cosmetic Products and Toiletries Industries (Colipa) has recommended its members not to use source materials from United Kingdom bovine animals; whereas that Committee has declared that its members follow that recommendation; whereas Commission Directive 97/1/EC of 10 January 1997 adapting to technical progress Annexes II, III, VI, and VI ...[+++]I to Council Directive 76/768/EEC on the approximation of the laws of the Member States relating to cosmetic products (9), has provisionally prohibited the placing on the market of cosmetic products containing certain tissues and fluids;

Whereas the amendments necessary to adapt Annex VII to technical progress must also be adopted in accordance with the procedure of the Committee established by Directive 76/768/EEC;

The report of the working group will likely be tabled at Technical Committee VII in the fall of 1999.

2. The purpose of the Electoral Unit will be: (i) to consult with the Independent Electoral Commission (IEC) on the nature and scale of the European Union's support for the election process; and, in particular, what direct involvement, if any, the European Union should have in the IEC itself or on the International Advisory Committee; and to consult with the IEC on the proposed guidelines and Code of Conduct for observers; (ii) to make available to the IEC advice and, where requested, technical assistance in the planning and runnin ...[+++]g of the electoral process - such assistance might include the support for training of IEC personnel and election officials; (iii) to consult with the United Nations and the other multilateral organizations on the co-ordination of the international election observer presence in the country; (iv) to advise on the number and co-ordinate the deployment of European Union election observers, through the joint operations room; (v) to provide assistance, under the authority of the United Nations, for the establishment of a national and regional joint operations room to manage the deployment of international observers; (vi) to provide support to the associative structures to mobilize and co-ordinate local non-governmental organizations; (vii) to advise and, where requested, to provide support for the monitoring of the security forces responsible for the elections process; viii) to advise and, where requested, to provide support for the monitoring of the media.
