(38) The asset separation tool should enable authorities to transfer assets, rights or liabilities of an entity under resolution to a separate vehicle. That tool should be used only in conjunction with other tools to prevent an undue competitive advantage for the failing entity .

Member States should be able to confer onto the resolution authorities powers and tools in addition to those conferred onto them under this Directive. The use of these additional tools and powers, however, should comply with the resolution principles and objectives as set out in this Directive.

Inventing new tools and instruments to tackle global policy weaknesses is certainly not the right answer. The tools exist.

We will need tools, and these tools are political, economic and financial.

Regarding the issue of voluntary commitments and agreements, we see these as part of an advantageous mix of various political tools including, for example, legal and financial tools.
