At the same time, however, the EU and the US have to recognise, in the spirit which the EU has applied to the renewal of the Lisbon Agenda, that somewhat less than half of the actions proposed in the Transatlantic Economic Partnership of 1998 have actually been implemented.

3. Regrets the fact that the Transatlantic Economic Partnership is much less ambitious than the programme set out in the New Transatlantic Marketplace, and calls for a more specific workplan with precise timetables and objectives will follow with interest and vigilance the Council's definition of the mandate conferred on the Commission and, where appropriate, the progress of negotiations between the Commission and the US federal authorities on the basis of the Commission's initiative on a 'Transatlantic Economic Partnership' (TEP);
