– (FR) Mr President, I do not wish to repeat what Commissioner Lamy has already said, that although the International Criminal Court is not a political instrument, it is starting life in a particularly difficult political context, and that, since 2002, the United States have been clearly trying to forcibly short circuit the Court, both in the UN and by signing bilateral agreements with a considerable number of countries.
- Monsieur le Président, je ne voudrais pas répéter ce que le commissaire Lamy a déjà dit, c’est-à-dire que, même si la Cour pénale internationale n’est pas un instrument politique, elle voit le jour dans un contexte politique particulièrement difficile et que, depuis 2002 déjà, les États-Unis tentent, de façon marquée, par la violence, tant à l’ONU que par la signature d’accords bilatéraux avec un nombre important de pays, de court-circuiter cette juridiction.
