Whereas, at the launch of the EES, employability was mainly seen as the cure for the unemployed, the concept was progressively widened to cover the whole life cycle, covering the prevention of early school leaving, prevention of unemployment, increasing access to an inclusive labour market, enhancing the capacity of workers to remain active and promoting the continued updating of skills.
Alors que, lors du lancement de la SEE, la capacité d'insertion professionnelle était principalement considérée comme un remède contre le chômage, le concept s'est peu à peu élargi à l'ensemble du cycle de vie pour englober la prévention des abandons scolaires précoces, la prévention du chômage, l'accès accru à un marché du travail favorable à l'intégration, une meilleure capacité des travailleurs à rester actifs et la promotion d'une actualisation continue des compétences.
