(3) The social, political and institutional changes which have taken place since the creation of the Advisory Committee on Vocational Training and the new prospects opened up by the forthcoming accessions require a constructive re-examination of the composition of the Advisory Committee on Vocational Training and its organisational framework.

Established to assist the Commission in implementing a Community vocational training policy, the Advisory Committee on Vocational Training consists of three members per Member State, representing the interests of the national government, trade unions and employers' organisations respectively.

The conference on "Valorising good products and experiences in educational and vocational training in an enlarged Europe" is being organised by the vocational training directorate of the Commission's Directorate-General for Education and Culture, with the support of a scientific committee of European experts.

RECOMMENDS that, in order to provide easy access for as many employees as possible, Member States: 1. raise awareness among undertakings about the links between workers' skills and the competitiveness of undertakings to encourage them to give priority to improving the quality and skills of their employees and to establish training plans and programmes appropriate to their size and business objectives, making their managers aware of requirements in this respect and informing them accordingly. * Right to vocational training The Commission affirms the principle that every worker in the European Community has the right to continue his vocational training throughout his working life and that machinery for continuing and permanent training must be set up to that end, enabling every citizen to undergo training, in particular through the granting of leave for training purposes.

The Network will emphasise the importance of co-operative and integrated approaches to meeting young people's needs for vocational education, training and guidance. 2.
