But the other one—and it relates more directly to the question that you're raising—is that the head of agency will be expected to, and the President of Treasury Board will, review any sensitive or precedent-setting types of proposals contained within the negotiation as to whether those set precedents across the public service or whether there's some aberration occurring on human rights issues and so on.
