We rightly criticise this but we buy, wear, eat and drink the products of abusive labour on a daily basis. As long as we do not insist, the abuse goes on.

According to the latest report from the Canadian Centre on Substance Abuse, binge drinking is the most dangerous form of drinking which leads to problems such as fetal alcohol syndrome.

13. IS CONCERNED by the reported increasing regular drinking habits as well as increasing binge drinking habits among young people in some Member States, particularly since there are strong links between an early start with regard to heavy alcohol consumption, substance abuse and criminality;

Mr Carlo Ripa di Meana, the Member of the Commission responsible for the environment, takes a very grave view of the Decree adopted by the Italian authorities, considering the undertakings which they gave in 1989 and repeated in 1990 to clean up drinking water at the sites concerned and to implement the Community legislation properly by ending this abuse of the exemption system.
