Council Regulation (EC) No 1543/2000 of 29 June 2000 establishing a Community framework for the collection and management of the data needed to conduct the common fisheries policy needs to be reviewed in order to take due consideration of a fleet-based approach towards fisheries management, the need to develop an ecosystem approach, the need for improved quality, completeness and broader access to fisheries data, more efficient support for provision of scientific advice and the promotion of cooperation among Member States.

In order to be able to access protection close to the needs, therefore in the region of origin, a step by step approach is needed.

The Commission considers that a systematic Community approach is needed to address the ownership and control issue, aiming over a period of several years, to approach all international partners.

It is based on the recognition that in order to effectively address human trafficking an integrated approach is needed, having as its fundament the respect of human rights and taking into account its global nature.

16 June 2001 Göteborg European Council stresses that "[a] comprehensive approach is needed to meet the challenges of an ageing society" and endorsed "the three broad principles for securing the long-term sustainability of pension systems as identified by the Council: safeguarding the capacity of systems to meet their social objectives, maintaining their financial sustainability and meeting changing societal needs".
