Although the Structural Fund Regulation requires commitments to be programmed in seven, normally equal, annual instalments, the Financial Regulation and the inter-institutional agreement allow for the appropriations for the 2000 budget year to be transferred to the 2001 budget year or, alternatively, for the 2000 instalment to be reprogrammed over the 2002-06 budget years in the event of delays in the adoption of the programmes, in particular if negotiations overran the five-month period allowed by Regulation (EC) No 1260/1999.
Si le Règlement des Fonds Structurels s'articule autour d'une programmation des engagements en sept tranches annuelles en principe égales, le Règlement Financier et l'accord institutionnel prévoient le report des crédits de l'exercice 2000 vers l'exercice 2001 ou bien la reprogrammation de la tranche 2000 sur les exercices 2002 à 2006 en cas de retard dans l'adoption des programmes, notamment dans le cas où les négociations dépassaient le délai de cinq mois prévu par le Règlement 1260/1999.
