Calls on the Member States to act in order to guarantee the basic right of children to have a family; urges the Member States, therefore, to act in order to identify effective solutions to prevent the abandonment of children and offset the placement of abandoned children and orphans in institutions; when finding a new solution for a child, the best interest of the child, as laid down in the UN Convention on the Rights of the Child, should always be the primary consideration;
110. demande aux États membres de prendre des mesures en vue de garantir le droit fondamental de l'enfant à une famille; invite par conséquent les États membres à identifier des solutions efficaces pour éviter l'abandon d'enfants et pallier les placements en institutions des enfants abandonnés ou orphelins; en cas de recherche d'une nouvelle solution pour un enfant, l'intérêt supérieur de l'enfant, ainsi que le prévoit la Convention des Nations unies relative aux droits de l'enfant, doit toujours prévaloir;
