Dr. Strangway, this summer I crossed the country with a task force, and some of the comments we've been getting back from those at universities we've attended have suggested that when we're putting out our research money, in fact we are forgetting about the so-called bricks and mortar infrastructure and have been concentrating more on the instruments and tools, as I think you described them.
