It should be noted that the contents of this Amending Budget are largely of a technical nature and should not really prompt any specific action from the Parliament's side. This is particularly the case since the politically more interesting part of dealing with changes to the revenue side of the budget, notably the effects of the overall surplus from the previous year (under-implementation of EU programmes being paid back to Member States) was already dealt with in AB 3/2003.

Either we talk and negotiate – which will bring the things which were discussed in Camp David, as well as the different possibilities, back on the negotiating table – or we end up in a situation where this spiral of violence, from which so many of the extreme factions on both sides stand to benefit, is given a chance to develop.

In particular, the call for a coordinated European action plan was backed on all sides of the House and evidently also fell on fertile ground in the Council of Ministers and the Commission.
