Dans un discours simplement remarquable qu'il a livré récemment, le secrétaire général des Nations Unies, Kofi Annan, a reconnu la culpabilité de l'ONU et de ses États membres qui ont adopté des résolutions visant à préserver des zones sûres, comme l'ONU l'avait fait en 1995 à Srebrenica, de sorte que par la suite la communauté internationale avait passivement été témoin du massacre serbe de plus de 7 000 victimes innocentes qui, croyant les paroles de la communauté internationale, s'étaient avancées sous le drapeau bleu et blanc des Nations Unies seulement pour être massacrées sous l'oeil des caméras de télévision.
