15. Calls on the European Council to demonstrate its particular responsibility as regards the debate on the future of the EU and the procedures for reform of the Treaty by laying the cornerstone for the establishment by the end of 2001 of a Convention, to comprise representatives of the national parliaments, the European Parliament, the Commission and the Member State governments, as well as observers from the applicant countries, and having the brief of submitting to the forthcoming IGC a constitutional proposal based on the results of a wide-ranging, open and detailed public debate, along the lines of the Méndez de Vigo/Seguro report;
15. appelle le Conseil européen à faire preuve de sa responsabilité particulière en ce qui concerne la discussion sur l'avenir de l'Union européenne, et la procédure sur les réformes du Traité, en posant la pierre angulaire pour la création à la fin de l'année d'une Convention constituée par des membres des parlements nationaux, du Parlement européen, de la Commission et des gouvernements, ainsi que d'observateurs des pays candidats et chargée de présenter à la prochaine CIG une proposition constitutionnelle fondée sur les résultats d'un débat public large, ouvert et approfondi, en se basant sur le rapport Méndez de Vigo/Seguro;
