Hon. Hedy Fry: Mr. Speaker, again, I think there must be some sort of collective mental block across the hall because when we talk about this budget building on the last budget and being the building block for future budgets, we are talking right now about what was promised in the last budget—the $850 million that will be starting in July and the other $850 million that will come over the next two years—together with the provinces which are anteing up money to put into services to help those same children who live in poverty, there will be a total of $3 billion over the next three years between the two levels of government.

Hedy Fry: Monsieur le Président, encore une fois, je crois qu'il doit y avoir une sorte de blocage mental généralisé chez les députés d'en face parce que, quand on dit que ce budget est fondé sur le précédent et qu'il servira de fondement aux budgets futurs, on parle maintenant de ce qui était promis dans le dernier budget: les 850 millions de dollars qui seront versés à partir de juillet et l'autre tranche de 850 millions à venir au cours des deux prochaines années. C'est un programme conjoint avec les provinces, qui ajoutent de l'argent à investir dans les services à ces mêmes enfants qui vivent dans la pauvreté.
