In order to avert another political and diplomatic fiasco for the Union and another defeat in the international campaign in support of the universal abolition of the death penalty, does not the Council feel that it should with immediate effect, entrust the High Representative for the CFSP with responsibility for this issue and, in particular, with preparations for a new initiative at the forthcoming UN General Assembly in support of the introduction of a universal moratorium on the carryout out of death sentences?
Afin de conjurer un autre fiasco politique et diplomatique de l'Union et une autre défaite dans la campagne internationale en faveur de l'abolition universelle de la peine capitale, le Conseil n'estime-t-il pas qu'il conviendrait de confier dès à présent au Haut Représentant pour la PESC la gestion de ce dossier et, en particulier, la préparation d'une nouvelle initiative en faveur de l'établissement d'un moratoire universel des exécutions capitales lors de la prochaine Assemblée générale des Nations unies?
