Indeed, the rapporteur puts ingredients that are too different and too unrelated into a cocktail shaker in the hope that the result will be a digestible, well-balanced cocktail with an approach that can be submitted for the approval of all the Member States, an approach including shared, common principles on which legislation and positions can be based in the endeavour to guarantee the fundamental rights of all the citizens.
En effet, le rapporteur met dans le même panier des ingrédients trop différents et trop éloignés les uns des autres pour pouvoir réaliser un plat digérable, harmonieux, capable de proposer une ligne directrice acceptable par tous les États membres, une ligne contenant des principes communs et partagés, susceptibles d’inspirer des règlements et des comportements dans le but de garantir les droits fondamentaux à tous les citoyens.
