After some 150 or so telephone conversations and more than 200 personal contacts with residents on the band land, it was not surprising that they, in nearly every case, were wandering down a garden path in complete ignorance of the contents of the agreement or, for that matter, any of the related documents that they could well be governed by in the near future.
