His final report (which is communicated to Member States, attached to the final draft decision and published with the final decision in the OJ), will consider whether the draft decision deals only with objections in respect of which the parties have been afforded the opportunity of making known their views, as well as the objectivity of any inquiry concerning the competition impact of commitments.
