The Commission would point out that reinforcing the consultation stage which precedes the legislative proposal will have absolutely no impact on the commitments made with regard to the Economic and Social Committee and the Committee of the Regions with a view to obtaining opinions, in appropriate cases, prior to exercising its right of initiative; nor will it have an impact on the special role played by the social partners [15].
